Tenerife Cabildo is one of four town halls and 46 out of 88 city councils to sign a new Social Pact to help with regeneration of the Canary Islands.
La Palma, El Hierro and Fuerteventura are all giving their support but Socialists on Gran Canaria, Lanzarote and Gomera have refused to do so.
They claim the Social Pact is only a worthless document without financial resources to draw on but president of the Government of the Canary Islands Paulino Rivero says the series of measures will help families and businesses in dire need.
He described the signing ceremony as an historic day for the archipelago and is happy with the level of support, saying the interests of the islands have for once been put above politics.
